The Grands Feux Loto-Québec fireworks competition is the brainchild of two promoters well-known for producing premier cultural and artistic events. They founded Groupe Concept F.D., the organization responsible for organizing this event.

Marcel Dallaire and Frank Furtado

Frank Furtado has worked in the entertainment industry in Quebec and around the world for over thirty years. He has produced numerous international musical fireworks competitions. His notable achievements include designing and producing the Benson & Hedges International held in Montreal every year, the Benson & Hedges Symphony of Fire in Toronto and Vancouver, for which he is still the delegated producer, and the Dunhill Symphony of Fire in Cape Town, South Africa.

Marcel Dallaire has accumulated over thirty years' experience in the live entertainment and special event industry in Quebec, during which time he helped steer the launch of Cirque du soleil and Cheval-théâtre. He is president of Consul'Art, a consulting firm specializing in the arts, culture and special events, and one of the leading event organizers in the Greater Quebec Area. From 1987 to 1992, he was general manager of the International Quebec City Summer Festival and Inter-Nation-Art. From 1999 to 2006, he was president of the Fonds de stabilisation et de consolidation des arts et de la culture du Québec. Since 2003, he has been chairman of the board for the Quebec City Festival of Sacred Music. In 2005, Festivals et Événements Québec presented him with an award, the Prix Hommage, in recognition of his exceptional contribution in developing Quebec City's festival and special event industry.
